PyTorch Neuron (torch-neuron) Setup

torch-neuron is for Inf1 instances only (legacy NeuronCore v1). For new projects, use Inf2, Trn1, Trn2, or Trn3 with torch-neuronx. See Install PyTorch for Neuron for current setup.
