PyTorch Neuron versions 1.9 and 1.10 no longer supported

Starting with Neuron Release 2.21, Neuron no longer supports torch-neuron 1.9 and 1.10 versions. Current users of torch-neuron 1.9 and 1.10 versions are advised to migrate to the latest torch-neuron supported version. Please see Release Artifacts.
